Cem Savas

Cem Savaş is professor in the Department of Political Science and International Relations (in French) at Yeditepe University. He completed in 2008 his graduate studies in International Relations at the Faculty of Economics and Administrative Sciences, Galatasaray University. After graduating from Galatasaray University, he completed a master's degree at the French Institute of Geopolitics, at the University of Paris VIII. From 2009 to 2011, he did a research stay in Canada and worked as a research assistant at Laval University during 2011.

He began his doctorate in International Relations, at the Institute of Social Sciences, Galatasaray University in 2012. After conducting a field study at the University of Grenobles Alpes in the period 2016-2017, he completed his doctoral research on French foreign policy, francophonie and cultural diplomacy in 2019. He worked as a research assistant in the Department of Political Science and International Relations at Istanbul Esenyurt University from 2014 to 2019. Between 2020 and 2021, he served as assistant professor in the Department of Political Science and International Relations at Istanbul Gelişim University.

The project

Title: From Digital Practices to Economic Attractiveness in 21st Century Diplomacy: The case of France and French Tech

"Today, one of the main challenges of international influence is based on the need to attract the support of foreign public opinion in order to legitimize certain diplomatic positions (Melissen, 2011). Moreover, contemporary diplomacy took on this public dimension as early as the 19th century, through regular contacts with journalists or foreign press correspondents to establish this influence (Lequesne, 2017: 184). Above all, public diplomacy has four main functions: openly disseminate information on official government positions vis-à-vis companies (1); disseminate the government's international positions to the media (2); promote and facilitate the exchange of positions with a wide audience (3); promote cultural exchange policies in the fields of education, the arts and sport (4) (Lequesne, 2013: 11). A subject that has been central to French diplomacy for the past decade, the perceptions and representations of the various French diplomatic players concerning the notions of “soft power” and “diplomatie d'influence” have played an important role in the foreign policy reforms discussed over the last ten years (Lane, 2013)."
