Isokov

Lukhmonjon Isokov holds a Doctor of Science (DSc) in Law, is a professor at the Academy of Law Enforcement Forces of Uzbekistan, and a researcher at the National Human Rights Center of the Republic of Uzbekistan. A specialist in migration law and the protection of fundamental rights, he has also been trained in France (University Lyon 3, National Institute of Public Service). Since 2024, he has been heading the Department of International Law and Human Rights at the Academy. He is the author of several monographs and around fifty scientific articles, and serves as a national consultant for the IOM.

The project

Title: Protection of the rights of migrants from Central Asia: legal frameworks, public policies and practices

"This research project aims to undertake a comparative analysis of the legal mechanisms, public policies, and institutional practices influencing the protection of migrants from Central Asia in three key contexts: Russia, Kazakhstan, and France. Although migrants from this region play a major socio-economic role, their rights are often insufficiently protected, both in host countries and in their countries of origin. The project seeks to identify shortcomings in existing legal frameworks, assess the impact of national policies on migrants’ living conditions, and highlight good practices that could be replicated in other contexts. Drawing on fieldwork, qualitative interviews, and case law analysis, this research will generate concrete recommendations to strengthen international cooperation and promote the integration of international standards into national policies. Hosted by the IEDP at Paris-Saclay University, the project contributes to scientific priorities relating to fundamental rights and the governance of migration."
