Jean-Baptiste Jeangène Vilmer

Jean-Baptiste Jeangène Vilmer is currently advisor on cross-cutting affairs and security at the Centre d’Analyse, de Prévision et de Stratégie (CAPS; Centre for analysis, planning and strategy) of the French Ministry of foreign affairs and international development. He is also adjunct professor at the Paris School of International Affairs (PSIA, Sciences Po) and a lecturer at the Université Paris-2 Panthéon-Assas and the Université catholique de Louvain. Auditor of the 68th "Politique de défense" (Defence policy) session of the Institut des Hautes Etudes pour la Défense Nationale (IHEDN), and a member of the International Institute of Humanitarian Law (IIHL) in San Remo, he regularly lectures at military institutions (Ecole spéciale militaire de Saint-Cyr, Ecole de Guerre, NATO Defence College).

His has a multi-disciplinary background in philosophy (Bachelor's-level, Master, Ph.D.), law (Bachelor's-level, LL.M., post-doctorate) and political science (Ph.D.), he has been a lecturer in the Philosophy Department of the Université de Montréal (2004-2007), an attaché to the French embassy in Turkmenistan (2007-2008), a visiting researcher at the MacMillan Center for International and Area Studies at Yale University (2008-2009), a visiting researcher at the Amsterdam Center for International Law at the Universiteit van Amsterdam (2009), a post-doctorate researcher at ENS Ulm (2010), a lecturer in international relations with the Department of War Studies at King’s College London (2010-2011), a post-doctorate researcher at Banting, and a lecturer at the Faculty of Law at McGill University (2011-2013).
