The vast majority of individuals who register at Pôle emploi in France or at the Federal Labor Agency in Germany are looking for a full-time job. However, a significant proportion of them return to part-time work. The present survey questions this paradox based on several months of immersion in the German and French public employment services, supplemented by archival work and statistical analyses. Far from corresponding to an explicit instruction or a wish of the counsellors, the transfer of the unemployed to part-time work is rather the result of the conditions under which administrative interviews are conducted. This reduction in employment time does not apply uniformly to the populations received, but focuses on specific individual profiles within each agency.

The book thus compares the strength of this informal policy, between Germany and France, which transforms unemployment into underemployment.
