Do plastics rule the world?

In the face of the plastic crisis, laws and regulations reveal as much about our collective priorities as they do about the power dynamics that shape legislative decision-making.

On the occasion of the second session of the “Plastics: A Systemic Poison” conference series, Henri Bourgeois Costa, Director of Public Affairs at the Tara Ocean Foundation, will engage in discussion with Béatrice Parance, a specialist in environmental and health law and Head of the Health and Environment Axis at the Laboratory of Medical and Health Law at Université Paris 8 Vincennes–Saint-Denis. Together, they will shed light on the stakeholders, influence mechanisms and political trade-offs underlying plastic-related legislation.

About the speakers

Associate Professor of Law at Paris Dauphine University -PSL, Béatrice Parance specialises in environmental law, corporate social responsibility law and health law, after completing a generalist degree in private law at Paris I Panthéon Sorbonne University. She was a member of the National Commission on Ethics and Whistleblowing in Public Health and the Environment (2017-2020) and remains a member of the Health and Environment Group, which oversees the implementation of the National Health and Environment Plan under the aegis of the Ministry of Ecology. She participates in numerous working groups and discussions on issues relating to health and environmental risk regulation, particularly emerging risks such as endocrine disruptors, and has edited several collective works. Her other major areas of research are ecological damage compensation and climate litigation, on which she has written numerous articles, as well as corporate social responsibility and its implications for corporate governance in the face of environmental challenges, in particular new compliance mechanisms rooted in corporate duty of care and non-financial reporting.

Henri Bourgeois Costa is a specialist in ecosystem geography. After working for NGOs since 1997, he developed expertise in water, biodiversity and the industrial environment (eco-design, plastics processing, recovery). Since 2019, he has been working at the Tara Ocean Foundation, where he advocates for the circular economy, particularly with regard to plastics and toxic substances, and raises these issues at the international level in the context of UN negotiations.

About the series "Plastics: a systemic poison"

Organised in partnership with the Tara Ocean Foundation, the series ‘Plastics: a systemic poison’ explores a form of pollution that has become global. Since the 1970s, scientific research has revealed the extent of the problem: from the oceans to the mountains, invisible microplastics are entering our bodies and disrupting ecosystems. The humanities and social sciences complete this picture by analysing the economic and social mechanisms of our dependence on plastics.

As the seventh round of negotiations for an international treaty opens this year, these meetings bring together researchers and civil society to share knowledge and inform public decisions. The aim is to collectively rethink our relationship with plastics and the environment.
