2025 Awarded Project of the Franco Nordic Programme

The ENSECCO project aims to establish trilateral research cooperation on the urgent issue of energy security and infrastructure among three leading higher education institutions: in Norway (University of Oslo, UiO), France (Paris Dauphine-PSL University, UPD-PSL), and the Copenhagen School of Energy Infrastructure (CSEI) at Copenhagen Business School, Denmark. The project will examine:

  • How the current regulatory framework addresses threats to energy infrastructure security;
  • How to balance security imperatives, investments in defence and resilience, and the rule of law as the foundation of democracy;
  • How to inform reforms aimed at strengthening regulatory frameworks in the near future.

The project is structured around two thematic pillars:

  • Security threats to physical energy infrastructure, both onshore and offshore (electricity, natural gas, nuclear);
  • Security threats to financial energy infrastructure, including wholesale energy markets, data and trading platforms, in the face of various types of threats, such as cyberattacks and market manipulation.

  • Catherine Banet is Full Professor of law specialized in Energy Law, and Head of the Department for Energy and Resources Law, University of Oslo, Norway.
