From waves to institutions, through citizen mobilization and scientific expertise, NGOs play a key role in ocean governance in France and Europe. Discover the work and commitment of Surfrider Foundation Europe, a pioneer in protecting coastlines and marine ecosystems.

Faced with the growing challenges of ocean conservation, certain NGOs have established themselves as key players in driving change. This is particularly true of Surfrider Foundation Europe, which, over the past 30 years, has become one of the most influential organisations for ocean protection, both in France and across Europe.

By politicising the waves, it has turned these natural phenomena into entities to be defended through public action. This approach has led it to tackle marine and ocean pollution in all its forms, at every scale, and among diverse audiences. With its recognised expertise in water quality and macro-waste, its large activist community, and its ability to engage the media and policymakers, Surfrider has contributed to the emergence of a true "government of the sea"—an institutional space for defining and regulating issues affecting maritime areas, including oceans, gulfs, deltas, and inland seas.

Julien Weisbein, Professor of Political Science at Sciences Po Toulouse, Pauline Ado, professional surfer and ambassador of Surfrider Foundation, and Vincent Glavieux, Deputy Editor-in-Chief of La Recherche magazine, invite us to explore this transformation and understand how NGOs have shaped the defence of oceans, seas, and coastlines for decades.

About the speakers

 

Julien Weisbein is a Professor of Political Science at Sciences Po Toulouse and a researcher at LaSSP (Laboratory of Social Sciences of Politics). His recent work explores the concept of a "government of the sea"—the emergence of a social space for defining and regulating issues affecting maritime areas (oceans, inland seas, coastlines, gulfs, deltas, straits, islands, etc.). He examines this governance through the lens of maritime pollution (oil spills, plastic waste) and the political mobilisations they provoke.

Pauline Ado est la première surfeuse européenne à remporter un titre mondial en junior en 2006. Elle possède aujourd’hui l’un des plus grands palmarès de la discipline, avec un titre de Championne du Monde ISA, 7 titres de Championne d’Europe WSL et une première participation historique aux Jeux Olympiques en 2021. Figure incontournable du surf français, elle met son énergie et sa notoriété au service de la protection de l’océan en tant qu’ambassadrice de la Surfrider Foundation Europe.

Vincent Glavieux est journaliste. Il a intégré la rédaction du magazine La Recherche en 2011, où il a d'abord traité spécifiquement des sujets en physique et chimie, avant de prendre en charge la rubrique "Idées" (débats de société autour de la science) en 2015 puis de devenir rédacteur en chef adjoint en 2017.
