Call for applications | Chair and vice-chairs of the FMSH Executive Board

FMSH is a private law foundation recognised as being of public interest. Its purpose is topromote, both nationally and internationally, the study of the social sciences and humanities,and their relations with other fields of knowledge.

Under its current Articles of Association, its activities include:

  • hosting research programmes with a strong interdisciplinary and international dimension;
  • developing collective work tools designed to support and contribute to scientific production inthe social sciences and humanities;
  • disseminating knowledge and promoting research using all the tools, skills and resources thatit has gathered by fostering an interdisciplinary approach and an international outlook, andfully engaging in the digital age;
  • contributing to the growing international reach of France's social sciences and humanities sector;
  • hosting sheltered foundations that have a link with its corporate purpose.

Its governance structure consists of three bodies:

  • a Supervisory Board composed of 15 members;
  • an International Scientific Board composed of at least 11 members, which issues an opinion onthe scientific programmes hosted by the foundation, and presents scientific assessment reportsto the Supervisory Board;
  • an Executive Board with three to five members appointed by the Supervisory Board (up tothree of whom may be paid as corporate officers in accordance with the upper limit stipulatedin the legislation1). The Executive Board—a collegial body—is chaired by one of its members,appointed after approval by the Minister(s) for Higher Education and Research; it has specificdelegations from the Supervisory Board. The Executive Board is responsible for overseeingthe foundation and implementing the strategic decisions taken by the Supervisory Board onthe proposal of the Executive Board chair. The term of office of the Executive Board members is four years, renewable once.

Current situation and outlook

This call for applications follows the resignation of the FMSH executive board on 20 July 2020. Itcomes at a pivotal moment for the foundation. On the one hand, a referral from the Court of Auditors,published in April 2020, is highly critical of its activities, its social environment and its governance.On the other hand, in her response to the Court of Auditors, the Minister for Higher Education,Research and Innovation emphasises the need to initiate significant changes in the operation and positioning of the FMSH, in particular to provide strong and systematic support for the growth of the Condorcet Campus; at the same time, she calls for a new framework for agreements with the State.

In this context, it will be up to the foundation’s new Executive Board to draw up—in close collaboration with the Supervisory Board and in relation with all the stakeholders, particularly theMinistry of Higher Education, Research and Innovation—the strategic guidelines that will determinethe positioning, configuration and operation of the FMSH, and to lead the changes necessary for theirimplementation (including the revision of the foundation’s Articles of Association).

Recruitment process

The candidate for Chair of the Executive Board shall present his or her project, along with a team oftwo to four people who will become, if necessary, its vice-chairs. The candidate for Chair of the Executive Board shall submit a curriculum vitae, a strategic project, the composition of his or her teamand a declaration of absence of conflict of interest before Friday 16 October 2020 at 12 p.m. (compulsory deadline).

He or she will be interviewed on Tuesday 27 October 2020 by the Supervisory Board. The membersof the candidate’s team will be interviewed on the same date. The Supervisory Board may reject theappointment of any member of the candidate’s team, or make suggestions to expand the team.Depending on the number and quality of the candidates, the Supervisory Board reserves the right topre-select the candidates who will be interviewed on Tuesday 27 October 2020.

The term of office of the Executive Board thus appointed shall be three years from its establishment,i.e. the remaining term of office of the resigning Executive Board. It may be affected by the entry intoforce of new Articles of Association.

Skills and qualities sought for the chairmanship of the Executive Board

  • International recognition in the field of social sciences and humanities research;
  • Knowledge of public- and private-sector higher education and research, in France andworldwide;
  • Strong awareness of interdisciplinarity both within SSH and with other scientific fields;
  • Knowledge of the landscape of major French and international research foundations;
  • Knowledge of public and private funding mechanisms for research, in France, Europe andworldwide;
  • International professional experience likely to extend the reach of FMSH;
  • Team management experience in the field of higher education and research;
  • Good command of administrative procedures and ability to manage multi-person teams.

The application must include:

Chairmanship candidates

  • a curriculum vitae;
  • an initial proposal for the FMSH strategic repositioning project (20,000 – 40,000 characters)
  • a presentation of the proposed team of vice-chairs;
  • a declaration of absence of conflict of interest.

Team members, vice-chairmanship candidates

  • a curriculum vitae;
  • a nomination paper confirming membership of the teampresented;
  • a letter of up to 10,000 characters illustrating how the scientific and/or management skills ofthe vice-chairmanship candidate strengthen or complement the profile of the chairmanship candidate.

The Articles of Association and internal regulations of the FMSH, the last two annual activity reports,the foundation’s last two audited annual statements, the referral of the Court of Auditors, and the Minister's response to the Court of Auditors may be provided on request.

1 In accordance with the provisions of Article 261, 7-1° d of the General Tax Code, the FMSH may pay three ofits directors. The terms and amount of their remuneration are defined in the deed of appointment voted by the Supervisory Board, after the Government Commissioner has given his or her assent. These amounts followchanges in the tax provisions, in particular those relating to authorised remuneration limits. Finally, the directorsof the foundation are subject to the regulations regarding corporate officers, whose rights and obligations mayengage their personal, civil and criminal liability, Art. 1984-1992 of the Civil Code
