Open Educational Resources: impact and outcomes
At the centre of the European Commission’s consultation document lie Open Educational Resources (OER). One goal proposed for the initiative was ‘opening up content’:
"Having open access to quality content, alongside support and assessment services will reshape the educational paradigm by revisiting fundamental issues such as access to education, supply of quality content or certification of informal learning."
In the past decade, we have seen major investments from open and traditional universities in OERs, starting with the MIT OpenCourseWare initiative in 2001. In 2006, higher education institutions began to collaborate through the Open Courseware Consortium (OCWC). In 2011, with over 200 members in 45 countries (60 members in Europe), the Consortium reported a total of over 21,000 courses available from its members, up from only 550 ten years ago. In 2012 UNESCO’s Paris OER Declaration was formally adopted. Structures have been created to enable originators to own and control the intellectual property of the OERs they create, and to license them freely to others.
A crucial question is what OERs are going to mean for the future identity of universities, their strategy to enhance quality, visibility, attractivity and for their business models.
The workshop « Open Educational Resources: impact and outcomes” aims at paying attention to all these aspects via talks given by international experts. A “grand témoin” will be in charge of highlighting the main ideas and proposals of the workshop.
This 2-days workshop will be organized in four sessions, each one dedicated to a specific topic relatedto OERs. During each session, several experts will give an overview of the topic and of the main trends of the field. It will open a discussion with participants in order to outline some main actions to investigate.
