Full Professor of Political Economy, Faculty of Economics, University of Coimbra, and Researcher of Center for Social Studies. Former Secretary of State for Higher Education and Dean of the Faculty of Economics. He published extensively on institutional economics, territorial issues and Portuguese and European economy.
